Drivers ignoring signs

What is it about road signs that some drivers don’t understand?

George Lane is currently closed at one end yet cars, vans and lorries continually pass the signs that state “Road Ahead Closed” then find when they get to the roadworks they have to turn around or, in the case of the lorries, have to reverse all the way back.

And as for the 20mph limit – the nearest many get to that is when in a queue.

Is it not a requirement of the driving test that you need to be able to read to pass it?
